01 · THE DISPATCH

The report, published by the London-based pan-Arab daily Asharq Al-Awsat, cites unnamed sources in Hamas's leadership abroad. According to the sources, the organization's leadership meetings have shifted from Qatar to Turkey, where the movement's political bureau has been operating. The report notes that the recent elections for the head of the political bureau, which ended without a decisive outcome, were held in Istanbul. This move aligns with previous assessments by Israeli security officials that Turkey is becoming Hamas's new operational and political base. As The Zioneer reported on June 21, the Shin Bet and IDF directly accused Turkish President Recep Tayyip Erdoğan of harboring Hamas operatives, detailing dozens of foiled attacks directed from Turkish soil. Additionally, on June 22, The Zioneer reported that former Mossad official Oded Eilam warned that Turkey is gradually replacing Qatar as Hamas's center of gravity. The report has not been independently confirmed.
