The spokesman added that cooperation with the IAEA will continue under existing procedures, subject to approval by Iran's parliament and the Supreme National Security Council — a condition not mentioned in earlier Iranian statements.

The denial comes after a day of mixed signals. As The Zioneer reported at 14:11 on Sunday, Iran's Foreign Ministry spokesman earlier that day said the talks were focused on monitoring implementation of a memorandum of understanding, and that a final agreement remained conditioned on ending hostilities on all fronts including Lebanon. U.S. sources, cited by the Lebanese network MTV on Wednesday, June 17, had stated that Lebanon is not part of the nuclear deal and that an Israeli withdrawal from southern Lebanon is not a condition for it.

Israel has insisted it will not withdraw from Lebanon under any understandings reached with Iran, as The Zioneer reported on June 15. The Iranian position has evolved: on June 19, Tehran canceled then-rescheduled talks twice, citing Israeli strikes in Lebanon.

It remains unclear whether the newly stated requirement for parliamentary and security council approval is a procedural clarification or a substantive new condition that could delay or block future cooperation.
