Bulgaria's new Defense Minister, Dimitar Stoyanov, has stopped arms deliveries to Ukraine and called on Moscow and Kyiv to negotiate an end to the war. Bulgaria provided Ukraine with anti-tank missiles, armored vehicles, mortars, and other weapons in 2024–2025, and a decade-long security cooperation agreement signed in March remains in place. Stoyanov's comments signal a shift under the pro-Russian-leaning government of Prime Minister Roman Radev, sworn in last month.
