TL;DR

The full text of a 14-point memorandum of understanding between the United States and Iran was published Wednesday, in which Tehran pledges never to produce nuclear weapons. The sides declare an 'immediate, permanent end to war on all fronts, including Lebanon.' The fate of Iran's enriched uranium stockpile is to be 'adequately addressed in a final deal' to be signed within 60 days, according to the document as published by the Times of Israel.

01 · THE DISPATCH

The Times of Israel published the full text of the 14-point memorandum of understanding reportedly signed between the United States and Iran, marking the most detailed public account yet of the emerging framework.

Key provisions include Iran's commitment to never produce or acquire nuclear weapons; an 'immediate, permanent end to war on all fronts, including Lebanon'; a 60-day timeline to negotiate a final agreement that will 'adequately address' the fate of Iran's enriched uranium stockpile; and a mutual maintenance of the nuclear status quo — Iran will not expand its program while the US will not impose new sanctions or reinforce forces in the region.

The document does not address Iran's missile program or its support for regional proxies, which Iran has insisted are excluded from this track. The final deal is to be inked within 60 days, according to the memorandum.

The Zioneer reported earlier Wednesday that Al Arabiya published a full text of the agreement, and had previously reported on the emerging framework over the past week, including a draft MOU published by Iran's Mehr News Agency. The text published by the Times of Israel aligns closely with the draft leaked earlier this week. No official US or Israeli confirmation of the signing has been issued as of this publication. Israel has signaled significant reservations, with Prime Minister Netanyahu saying he spoke with President Trump, who committed that the final deal would include removal of enriched material and limits on missile production.
