Minister Smotrich utilized his authority within the Defense Ministry to strip the Hebron municipality of its planning powers over the site, a move he described as a restoration of Israeli sovereignty. According to Eyal Gelman, head of the Hebron Municipal Administration, the roofing project has been a primary goal for two decades. "After years of devotion and unsuccessful attempts, we have merited to rise a level in national spirit," Gelman stated, emphasizing the importance of honoring the burial place of the nation's patriarchs and matriarchs.

Minister Smotrich framed the work as more than just a construction project. "This magnificent roofing... is touching the deepest roots – why we are here and what we are fighting for," he remarked during the site visit. The move signals a broader policy of the current government to consolidate Israeli civil control in Judea and Samaria, specifically by bypassing Palestinian municipal bodies in areas of high religious and security friction.
