Brig. Gen. (res.) Mordechai Benita, appointed head of the new authority, outlined the strategy in a briefing. Baram stated: "Iran's 'plan to destroy Israel' and its proxies have weakened during the war, but looking ahead, an eastern invasion is a developing threat we must prepare for. The defense system is investing heavily in establishing a multi-dimensional defense array along the border — but that alone won't suffice." He emphasized that complementary civilian infrastructure — transportation, energy, communications, industry, agriculture, healthcare, education, and settlement — is essential to attract tens of thousands of new residents to the frontier.
