Russia announced the arrest of a teenage boy and girl who allegedly attempted to plant an explosive device in Moscow under the car of an employee at a scientific-industrial plant. The bomb did not detonate, according to the announcement. The arrest follows yesterday's killing in the capital of a senior Russian military officer, whose identity has not yet been officially released.
