Outgoing State Comptroller Matanyahu Englman revealed that the Shin Bet security agency released the director of Shifa Hospital and 18 other detainees without obtaining approval from the political echelon, while Israeli hostages were still being held in the Gaza Strip. In his report, Englman wrote that the release of prisoners who pose a security risk to the state was not brought to the prime minister's attention in real time.
