The Shin Bet, formally known as the Israel Security Agency (ISA) and often referred to by its Hebrew acronym Shabak, is one of the three primary organizations within the Israeli Intelligence Community, alongside Mossad and Aman (Military Intelligence). Unlike the Mossad, which operates primarily abroad, the Shin Bet’s jurisdiction focuses on internal security, including Israel proper, the Gaza Strip, and Judea and Samaria. Its core mission is to thwart terror attacks, protect democratic institutions from extremist subversion, and conduct counter-espionage against foreign intelligence services.

Operating under the direct authority of the Prime Minister, the agency is governed by the Shin Bet Law (2002), which defines its powers and the legal framework for its activities. The organization is divided into several specialized wings, including the Arab Affairs Department (responsible for counter-terrorism), the Non-Arab Affairs Department (counter-espionage and monitoring Jewish extremist groups), and the Protective Security Department, which secures high-ranking officials and sensitive infrastructure such as airports and embassies.

In recent years, the Shin Bet has increasingly integrated advanced SIGINT (Signals Intelligence) and cyber capabilities to complement its traditional HUMINT (Human Intelligence) networks. This technological shift has become critical in identifying 'lone wolf' attackers and dismantling sophisticated terror cells directed by regional adversaries. Recent operations have highlighted the agency's role in tracking external threats that manifest internally, such as Hamas-directed plots originating from Turkey. The agency remains a cornerstone of Israeli national resilience, working in close coordination with the IDF and Israel Police to maintain a high 'thwarting rate' against planned violence while operating in a complex legal and security environment.
