The document establishes an immediate and permanent end to hostilities on all fronts, including Lebanon, while committing the U.S. to a $300 billion reconstruction program for Iran and the lifting of all sanctions in exchange for a pledge that Tehran will never develop nuclear weapons.

The 14-Article Framework

The full text of the agreement, as released by the White House, outlines a sweeping de-escalation of the regional conflict. Article 1 declares an "immediate and permanent end to all military operations on all fronts, including Lebanon," with both parties pledging to respect Lebanese sovereignty. This is paired with Article 4, which mandates that the U.S. lift its naval blockade within 30 days and withdraw forces from areas adjacent to Iran within 30 days of a final agreement.

Economic and Nuclear Provisions

Under the terms, the U.S. commits to orchestrating a reconstruction and economic development plan for Iran valued at no less than $300 billion (Article 6). Furthermore, the U.S. Treasury will immediately grant licenses for the export of Iranian crude oil and petroleum products (Article 10). In exchange, Iran affirms it will not acquire or develop nuclear weapons (Article 8). The fate of Iran's enriched uranium stockpile is to be handled via on-site dilution under IAEA supervision, synchronized with the timeline for sanctions removal.

Strategic Timeline

The MoU serves as a bridge to a final agreement, which the parties intend to negotiate within a maximum of 60 days (Article 3). During this interim period, a "status quo" will be maintained: Iran will freeze its current nuclear program, while the U.S. will refrain from imposing new sanctions or deploying additional forces to the region. Additionally, Iran has committed to ensuring safe passage through the Strait of Hormuz for 60 days and completing mine-clearance operations within 30 days.
