The White House has released the comprehensive 14-point Memorandum of Understanding signed between the U.S. and Iran in Islamabad. The document provides for an immediate and permanent cessation of hostilities on all fronts, including in Lebanon; the lifting of the U.S. naval blockade and all sanctions; a $300 billion U.S.-backed reconstruction and development fund for Iran; and a commitment by Iran not to acquire or develop nuclear weapons, with existing enriched material to be diluted on-site under IAEA supervision. A 60-day negotiation period for a final agreement has begun.
The White House has released the full 14-clause text of the Memorandum of Understanding signed between the United States and Iran in Islamabad. The publication comes at 12:48 Jerusalem on Wednesday, when Israeli journalist Amit Segal (N12) first posted the complete document, and a White House official shortly thereafter provided the same text to reporters. The Zioneer has now obtained and verified the full wording, confirming the most comprehensive diplomatic framework between the two countries in decades.
Clause 1 of the document declares an immediate and permanent cessation of military activity on all fronts, including in Lebanon, and commits both parties to refrain from future war or military action against one another. The U.S. undertakes to lift its naval blockade within 30 days (Clause 4) and to remove all forces from proximity to Iran within 30 days of a final agreement. Clause 5 requires Iran to facilitate the safe passage of commercial vessels through the Strait of Hormuz within 30 days, with a 60-day duty-free transit period. As The Zioneer reported earlier Wednesday, Vice President Vance confirmed the regional scope of the agreement and the $300 billion commitment.
On the nuclear front, Clause 9 reaffirms that Iran will not acquire or develop nuclear weapons. Existing enriched uranium stockpiles are to be diluted on-site under IAEA supervision, with a minimum method of dilution. Clause 10 establishes a status quo arrangement until the final agreement: Iran maintains its current nuclear program, and the U.S. refrains from new sanctions or additional force deployments. This mirrors earlier reporting by The Zioneer on Monday, when Iran's Supreme National Security Council declared a permanent end to war, and on Tuesday, when the Wall Street Journal reported immediate oil-export sanctions relief.
The economic provisions are sweeping: a $300 billion U.S.-backed reconstruction and development fund for Iran (Clause 7); immediate U.S. Treasury waivers for Iranian crude oil, petroleum products, and related banking and shipping services (Clause 11); and the release of all frozen Iranian assets (Clause 12). All categories of sanctions — including UN Security Council resolutions and IAEA Board of Governors decisions — are to be lifted on a timeline to be agreed in the final accord (Clause 8).
A 60-day negotiation period for a final, legally binding agreement — to be endorsed by a UN Security Council resolution — has formally commenced. An implementation mechanism will oversee compliance (Clause 13). What remains to be seen is the precise mechanism for diluting Iran's enriched uranium stockpile, as the text says only 'a minimum method of dilution' will be used, leaving the negotiation period to settle the technical details. Similarly, the final timeline for lifting all sanctions is deferred to the 60-day talks. The Zioneer will continue to monitor the process.
