Within a short time, the institution targeted was identified as the Union of Health Committees. Subsequent updates confirmed that the organization had resumed operations from its Ramallah center and that indictments had been filed against some of those arrested. The operation was linked to the 2019 bombing at the Ein Bubin spring that killed 17-year-old Rina Shnerb.
The Union of Health Committees was designated a terrorist organization by Israel's defense minister in 2021 for serving as a central financial mechanism for the PFLP. As The Zioneer reported, the arrests targeted senior figures managing the network.
