2. The IDF retains freedom of action to eliminate threats beyond the security zone — strikes against militants approaching the area or endangering troops will continue.

3. Strikes deep in Beirut and elsewhere in Lebanon are not expected at this stage. The open question, Kadosh assesses, is how much latitude the IDF will have to act against 'developing threats' — Hezbollah's reorganization and rearmament that does not pose an immediate danger to Israeli forces.
