The Gazprom Neft Moscow Oil Refinery, the only refinery serving the Russian capital, may remain offline until 2027 following two Ukrainian drone strikes in mid-June, according to two sources familiar with the plant's plans who spoke to Reuters.

The attacks on June 16 and 18 struck the refinery's two main crude distillation units, forcing it to halt operations. The facility produces roughly 3 million tons of gasoline and a similar amount of diesel annually, and supplies more than a third of Moscow's fuel.

According to one source, repairs would take "six months in the best case scenario," while the second source assessed the timeline could stretch to 2027. Sinara Investment Bank analysts estimated restoration costs could reach $1 billion and take up to a year.

The strikes to this strategic facility come amid a broader Ukrainian campaign targeting Russian energy infrastructure. As The Zioneer has reported, drone attacks on Russian refineries doubled in 2026 compared to the prior year, with facilities in Nizhnekamsk, Samara, and Tyumen reported hit in recent weeks. The Moscow refinery had been struck once before in the largest drone raid on the city since the war began, but the June strikes caused the most severe damage, halting production entirely.
