The report, published Tuesday by The Zioneer Intelligence Desk, expands on earlier reporting by The Wall Street Journal that the Houthis had forged a deep alliance with Al-Shabaab. According to the new details, the relationship is built on a concrete pipeline of weapons and training that has been active since 2023. Al-Shabaab has sought and received shoulder-fired surface-to-air missiles, 107mm rockets, attack drones, anti-tank guided missiles, and night-vision equipment. At least 100 Al-Shabaab operatives are assessed to have undergone training in Houthi-controlled areas of Yemen.
A Houthi delegation traveled to Somalia this year and met with Al-Shabaab leadership to further coordinate and expand the partnership. One of the objectives under consideration is establishing a maritime surveillance capability from the African side of the Gulf of Aden, using radar and monitoring equipment to track vessel traffic and build a comprehensive picture of shipping lanes on both sides of the waterway.
The report also notes coordination around disrupting Israeli activity in the Horn of Africa, amid Houthi concerns over expanding Israeli presence in the region. The key mediator in the network, a Somali citizen who operated between Yemen and Somalia, was killed in a US strike in February, but Al-Shabaab has already appointed a replacement and the connection continues.
