The Wall Street Journal investigation adds new details, including that a four-member Houthi delegation crossed the Gulf of Aden in June and met with Al-Shabaab in Jilib, the de facto capital of Al-Shabaab-controlled territory in Somalia. The Houthis requested coordination to disrupt Israeli-linked activity in Berbera, Somaliland, citing concern that the port could serve as a permanent Israeli base for monitoring and strikes on Yemen.
A key mediator in the network—a Somali national who operated between Yemen and Somalia—was killed in a US strike in February, but Al-Shabaab has already appointed a replacement and the liaison continues, according to the report.
The investigation describes a deepening operational partnership since 2023, with Al-Shabaab acquiring shoulder-fired anti-air missiles, 107mm rockets, attack drones, anti-tank missiles, and night vision equipment. At least 100 Al-Shabaab operatives have reportedly trained in Houthi territory. The alliance also includes plans to establish maritime surveillance capability from the African side of the Gulf of Aden, allowing the two groups to monitor vessel traffic from both sides of the shipping lane.
