TL;DR

The International Criminal Court's executive board has recommended removing chief prosecutor Karim Khan, after an internal investigation found he managed a "sexual relationship" with a female employee who filed a complaint against him, according to Reuters. The recommendation now goes to a vote of the court's 125 member states, scheduled for July 24.

01 · THE DISPATCH

Reuters reports that the International Criminal Court's executive board has recommended dismissing chief prosecutor Karim Khan, following an internal probe that found he conducted a "sexual relationship" with a woman who had filed a complaint against him. The recommendation now goes to a vote of the court's 125 member states, scheduled for July 24 — the same vote we reported was set this week. This update confirms the board's official recommendation, which earlier reports had only hinted at as a likely outcome.

As The Zioneer first reported Wednesday (15:28 Jerusalem), a single unnamed-source report claimed Khan would be removed; that claim was immediately followed (15:38 Jerusalem) by a Reuters report citing the board's recommendation based on an internal report citing evidence of a sexual relationship and alleged non-consensual sexual contact. The board's recommendation follows an 18-month investigation into allegations of sexual misconduct, which led to Khan's suspension on June 9, as reported at the time. On June 18, we reported that the internal probe had found merit in the complaint and that a vote was scheduled for July 24.

Khan's suspension was confirmed by the ICC's governing body, which ruled that serious misconduct had occurred, as The Zioneer reported on June 9 (06:34 Jerusalem). The UK's Solicitors Regulation Authority separately suspended Khan pending a sexual assault investigation, as reported on June 19 (12:04 Jerusalem). The July 24 vote, as we reported on June 18 (23:24 Jerusalem) and June 19 (02:14 Jerusalem), will decide his permanent removal.

It remains unclear whether the recommendation will be challenged or if any member states have signaled opposition. The Hague-based court has not yet issued an official statement beyond the Reuters report.
