The Israel Bar Association (IBA) serves as the mandatory professional organization for all licensed attorneys in Israel. Established by law in 1961, it is tasked with licensing new lawyers, overseeing professional ethics, and protecting the interests of the legal profession. Beyond its administrative functions, the IBA is a central pillar of Israel's constitutional and legal landscape. It holds two seats on the nine-member Judicial Selection Committee, making it a critical power broker in the appointment of judges to all Israeli courts, including the Supreme Court.
In recent years, the IBA has increasingly positioned itself as a guardian of the rule of law and the independence of the judiciary. This has often placed the organization in direct friction with government initiatives aimed at judicial reform or changes to the balance of power between the branches of government. The IBA frequently utilizes its standing to petition the High Court of Justice against government actions it deems unconstitutional or procedurally flawed.
Most recently, the IBA has taken a prominent role in challenging the integrity of parliamentary processes. In June 2026, the association petitioned the High Court to annul the election of the State Comptroller, Michael Rabello. The IBA argued that the secret ballot procedure in the Knesset was compromised by directives forcing lawmakers to document their votes, thereby undermining the independent judgment required for such a sensitive constitutional role. This move underscores the IBA's ongoing transition from a professional guild to a proactive participant in Israel's democratic checks and balances.
