The Israel Bar Association (IBA) is the statutory body regulating the legal profession in Israel. It plays a pivotal role in the judiciary through its representation on the Judicial Selection Committee and its active legal advocacy regarding constitutional norms and the rule of law.
The Israel Bar Association (IBA) serves as the mandatory professional organization for all licensed attorneys in Israel. Established by law in 1961, it is tasked with licensing new lawyers, overseeing professional ethics, and protecting the interests of the legal profession. Beyond its administrative functions, the IBA is a central pillar of Israel's constitutional and legal landscape. Historically, it has held two seats on the nine-member Judicial Selection Committee, making it a critical power broker in the appointment of judges to all Israeli courts, including the Supreme Court.
In recent years, the IBA has increasingly positioned itself as a guardian of the rule of law and the independence of the judiciary. This has often placed the organization in direct friction with government initiatives aimed at judicial reform. A significant legislative amendment passed in March 2025 sought to remove IBA representatives from the Judicial Selection Committee, replacing them with Knesset-appointed experts. This move triggered intense legal battles, with the High Court of Justice convening an expanded 11-justice panel in June 2026 to hear petitions against the reform, which critics argue undermines judicial independence.
Beyond high-level constitutional struggles, the IBA acts as a representative body for the welfare and safety of its members. Following the murder of a lawyer in Rishon LeZion in August 2026, the association demonstrated its mobilization capacity by calling for a nationwide two-minute silence in courts and establishing an emergency team to support threatened attorneys. The IBA also frequently utilizes its standing to petition the High Court against government actions it deems procedurally flawed, such as its June 2026 challenge to the State Comptroller's election process. These actions underscore the IBA's transition from a professional guild to a proactive participant in Israel's democratic checks and balances.
