The Judea and Samaria District, commonly referred to by its Hebrew acronym 'SHAI', is one of the most complex operational commands within the Israel Police. Unlike other districts that operate within the sovereign Green Line, the SHAI District operates in a territory under military administration, requiring constant and seamless coordination with the IDF's Central Command and the Shin Bet (ISA). Its jurisdiction covers hundreds of Israeli communities and major transit arteries used by both Israeli and Palestinian populations.

The district's mission is multifaceted: it manages civil law enforcement for Israeli citizens, investigates nationalist-motivated crimes, and plays a critical role in internal security. A significant portion of its workload involves counter-terrorism, specifically targeting incitement and the infrastructure of terror organizations.
