Norway is a key European actor in the Middle East diplomatic arena, historically rooted in its role as the facilitator of the 1990s Oslo Accords. In recent years, however, the relationship between Jerusalem and Oslo has grown increasingly strained. Norway frequently positions itself as a leading critic of Israeli sovereignty and community growth in Judea and Samaria, viewing such developments as obstacles to a negotiated settlement.
Beyond its diplomatic rhetoric, Norway is a significant donor to Palestinian institutions and various NGOs operating in the region. This financial involvement often places it at odds with Israeli security priorities, particularly when funds are directed toward entities that Israel views as adversarial or linked to incitement.
