The suspect allegedly intended for these cells to carry out a series of mass killings over a three-year period, targeting Arab Israeli citizens, Bedouin communities in the Negev, and residents of East Jerusalem and Judea and Samaria.

The lecturer reportedly maintained detailed documentation of the proposed operations, which aimed to create a systemic shift through large-scale violence. He allegedly targeted Moshe Feiglin, a former Knesset candidate and leader of the Zehut party. The suspect reportedly attended a party event at the Mahane Yehuda market in Jerusalem, where he attempted to deliver documents to the party's CEO through an intermediary. These documents reportedly contained extortionate demands and threats similar to those directed at Feiglin himself, intended to coerce participation or support for the violent initiative.
