Israel-Lebanon Framework: US to Back Economic Recovery While Barring Hezbollah Funds

The publication of the full 14-point framework provides a roadmap for ending decades of conflict through a process of mutual recognition and security milestones. Article 1 establishes the foundational right of both Israel and Lebanon to exist as sovereign neighboring states in peace. This diplomatic shift is anchored in a rigorous security protocol: Article 2 and Article 4 mandate that the Lebanese Armed Forces (LAF) restore effective control over all territory, contingent upon the complete disarmament of non-state groups and the destruction of their military infrastructure. This process is designed to allow the IDF to gradually redeploy its forces outside of Lebanon as security conditions are met. ### Security Pilot Zones and Sovereignty To test the viability of the arrangement, Article 3 designates two specific pilot zones where the LAF will assume security responsibility once the dismantling of Hezbollah infrastructure is confirmed. The framework emphasizes that the Lebanese government must be the sole authority for decisions regarding war and peace (Article 6). Israel, for its part, declares in Article 5 that it maintains no territorial ambitions in Lebanon, stating that the removal of armed threats will eliminate the necessity for an IDF presence. ### Economic Rehabilitation and Hezbollah Exclusion A critical component of the framework involves international support for Lebanon’s recovery. Under Article 10 and Article 11, the United States commits to mobilizing the international community for Lebanon's reconstruction. However, this aid is strictly conditional: both Lebanon and the US pledge to prevent any funds from reaching individuals or organizations identified with non-state armed groups. This measure is intended to ensure that economic rehabilitation strengthens the central state while permanently sidelining Hezbollah's financial influence. ### Humanitarian and Diplomatic Tracks The agreement also includes immediate humanitarian and diplomatic steps. Article 12 calls for the establishment of direct communication channels and working groups to finalize a comprehensive peace treaty. Furthermore, Article 13 commits both nations to cooperate in locating missing persons and releasing detainees—a clause that analysts suggest may relate to the long-standing case of missing Israeli navigator Ron Arad. Both states also agree to cease hostile actions against each other in international political and legal forums.
