The Lebanese government commits to an "irreversible" restoration of sovereignty over all Lebanese territory, including the complete disarmament of all non-state armed groups — explicitly Hezbollah — and the destruction of their military infrastructure. Israel declares it has no territorial ambitions in Lebanon, stating that the disarmament and security arrangements will eliminate any need for IDF presence on Lebanese soil.
Two pilot zones have been agreed upon where the Lebanese Armed Forces will assume security responsibility after the verified disarmament of non-state groups, with future expansion subject to mutual consent. The framework also establishes a U.S.-mediated direct dialogue channel and commits both governments to negotiate in good faith toward a comprehensive and full peace agreement.
The text includes a commitment by both parties to halt all hostile actions in international political and legal arenas, and to cooperate on locating and returning the remains of missing persons and releasing detainees. The U.S. pledges to mobilize international support for Lebanon's reconstruction, conditional on preventing funds from reaching groups affiliated with non-state armed organizations.
