The diplomat stated that the plan includes "one authority, one law, one weapon" with no exceptions, and will eliminate all tunnels, weapons caches, and manufacturing facilities. Upon completion, Hamas will have no role, and all weapons will be under the control of the NCAG (Neutral Coordinating and Advisory Group) in coordination with the ISF (International Stabilization Force).
