Dr. Cochava Elkayam-Levy, an Israel Prize laureate and chair of the Civil Commission on October 7 Crimes, told the Herzliya Conference that alongside demanding international recognition of October 7 victims, Israel bears a national responsibility — and the state must not require survivors to repeatedly prove their trauma to obtain their rights.
Dr. Cochava Elkayam-Levy, an Israel Prize laureate and chair of the Civil Commission on October 7 Crimes, delivered remarks at the Herzliya Conference on Wednesday evening addressing the treatment of survivors of the October 7 Hamas attack.
"Alongside our demand from the world to recognize the victims and their suffering, there is also a national responsibility," she said. "The state must not demand from those who went through hell to repeatedly prove what they went through in order to receive the rights they deserve."
Her comments come as the Civil Commission continues documenting and investigating Hamas crimes from the October 7 attack, and as survivor welfare remains a subject of ongoing policy debate in Israel. The Herzliya Conference is a major annual policy forum in Israel.
