Russia has been secretly assisting Iran in developing supersonic cruise missiles under a covert program codenamed C430L, a Zioneer investigation reveals, citing leaked correspondence, travel records, and military patents. The program, involving senior Russian missile engineers from NPO Mashinostroyeniya, has been active from 2023 through 2026 and aims to transfer ramjet propulsion technology for anti-ship and ground-attack missiles. No operational deployment has been confirmed, but the strategic technology transfer marks one of the most significant military-technical collaborations between Moscow and Tehran exposed to date.
A Zioneer investigation has uncovered a secret Russian program, codenamed C430L, through which Moscow has been providing Iran with critical expertise to develop supersonic cruise missiles. The program, initiated in 2023 and continuing through 2026, involves senior engineers from NPO Mashinostroyeniya, a state-owned missile design bureau. These engineers traveled to Iran, analyzed flight test data, and assisted in troubleshooting ramjet propulsion systems—a technology that enables missiles to fly at multiple times the speed of sound while remaining at low altitudes, drastically reducing interception time.
Leaked correspondence, travel records, and military patents corroborate the scope of the collaboration. Russian state arms exporter Rosoboronexport offered to send some 20 specialists to Iran in April 2025 for further technical consultations. Key figures include Alexander Dragachev, deputy head and chief engineer for sea-launched and cruise missiles; Alexander Chebakov, head of the air-breathing propulsion design department; and Yuri Prokhorchuk, head of aerodynamics and ballistics. Vladislav Kuzmichev of Rosoboronexport negotiated the contract with Iran's Ministry of Defense.
While Iran has already test-flown a ramjet engine, there is no evidence that a fully operational supersonic cruise missile has entered service. The technology transfer, however, is not a simple arms sale but a deep strategic partnership: Russian engineers are providing decades of hands-on experience to solve Iran's most persistent technical gaps. According to Fabian Hinz of Conflict Armament Research, such a program would have required approval at the highest levels in Russia. Former CIA military analyst Jim Lamsons noted that for Iran, this could yield a new strategic weapon system capable of threatening US Navy vessels.
The Zioneer has previously reported on Russian technological support for Iran's missile programs, including the Regiment propulsion system and the Geran-4 drone upgrades—but C430L represents a far more direct form of engineering collaboration, with the potential to reshape Iran's long-range strike capabilities for years to come. The program remained active as of June 2026, according to a Rosoboronexport letter referenced in the investigation. The Kremlin, Rosoboronexport, NPO Mashinostroyeniya, and the Iranian government did not respond to requests for comment.
