Rubinshtein served as the regulator overseeing FlyDubai while accepting the payment.

Later that evening, The Zioneer reported that Rubinshtein himself is not a civil servant and simultaneously operates a private company while lecturing at the Israel Police college. Additional reports alleged that the official received money from Emirati sources.
