The Board of Peace was established in January by Trump as part of efforts to reach a Gaza settlement. The US, once UNRWA's largest donor, cut funding after Israel alleged — without providing evidence, according to the report — that some UNRWA staff participated in the October 7, 2023 Hamas attack. Israel's government has long been hostile to UNRWA over its maintenance of Palestinian refugee status from the 1948 Nakba. As The Zioneer has reported, previous USAID investigations identified over 100 UNRWA employees as linked to Hamas and the October 7 massacre, and the agency has since dismissed dozens of staff. UNRWA serves approximately 5.9 million Palestinian refugees across Gaza, the West Bank, Jordan, Syria, and Lebanon.
