Appointed by the Knesset for a single seven-year term, the Comptroller operates independently of the executive branch to ensure transparency and accountability. In addition to its auditing role, the State Comptroller serves as the National Ombudsman, investigating complaints from the public against state authorities.
In the aftermath of the October 7, 2023, massacre, the office under Matanyahu Englman sought to launch a comprehensive investigation into the systemic failures of the political and security echelons. This move sparked significant legal and institutional friction, as critics argued that such a sensitive probe should be reserved for a State Commission of Inquiry. In June 2026, the High Court of Justice intervened, ruling that the Comptroller's specific investigation into the security failures was 'ultra vires' (beyond its legal authority), effectively halting several key components of the probe. Despite this, the office continues to publish dozens of reports on national readiness, civil defense, and the licensing of events such as the Nova music festival, maintaining its role as a primary source of institutional self-reflection and criticism in the wake of national crises.
