Iran's Mehr News Agency published what it calls the full draft of a US-Iran memorandum of understanding, listing 14 articles that include an immediate halt to hostilities across all fronts including Lebanon, a US withdrawal of forces from around Iran, full lifting of sanctions, reopening the Strait of Hormuz, release of $24 billion in frozen funds, and a $300 billion US-led rehabilitation plan for Iran. The report claims the agreement is expected to be signed next week in Geneva. The claims are unverified and have not been confirmed by US or Israeli officials.
The Mehr News Agency's publication of a 14-article draft represents the most detailed Iranian portrayal of the emerging US-Iran framework to date. The draft demands an immediate and permanent halt to hostilities on all fronts including Lebanon, a full US withdrawal of forces from around Iran, and lifting of the naval siege within 30 days. It calls for the reopening of the Strait of Hormuz and the suspension of all oil, petrochemical, and related sanctions, along with full access to Iran's frozen financial assets.
The draft also includes a US commitment to submit rehabilitation plans worth at least $300 billion, and a 60-day negotiation window toward a final agreement on nuclear issues and the removal of all US primary and secondary sanctions, as well as UN Security Council and IAEA Board of Governors resolutions. Iran would commit to the NPT not to produce nuclear weapons. Notably, the draft states that Iran's missile program and support for 'resistance groups' are permanently off the agenda. The report claims the MOU will be signed in Geneva next week.
As The Zioneer reported earlier at 09:29 and 11:13 Jerusalem, similar lists had circulated but without the full 14-article text. Three earlier reports since 00:07 Jerusalem — including a Trump confirmation of an imminent ceasefire — have tracked the framework's emergence. An Israeli official has not commented. The details remain unverified by independent sources.
