The Jerusalem Faction, often referred to as 'Peleg Yerushalmi,' represents a significant and highly vocal minority within the Lithuanian (non-Hasidic) Haredi community in Israel. The movement was established following a leadership split in the Haredi world after the passing of Rabbi Yosef Shalom Elyashiv, with the Faction following the late Rabbi Shmuel Auerbach. Its defining characteristic is a policy of total non-cooperation with the Israel Defense Forces (IDF), including a refusal to even report to recruitment offices for initial processing or to obtain standard deferments.

Strategically, the Faction utilizes mass civil disobedience as its primary tool for political leverage. Its members frequently organize large-scale demonstrations that involve blocking major traffic arteries, such as Highway 4 and the entrances to Jerusalem and Bnei Brak. These protests are typically triggered by the arrest of yeshiva students who have failed to report for their draft notices, whom the Faction views as 'prisoners of Zion.'

While the mainstream Haredi leadership often seeks to negotiate legislative compromises regarding the draft, the Jerusalem Faction rejects any form of accommodation, viewing the modern State of Israel's secular institutions as a spiritual threat. This stance often places them at odds not only with the Israeli government and the IDF but also with the broader Haredi political establishment. In recent years, the Faction has demonstrated a sophisticated logistical capability, organizing nationwide transportation for its followers to converge on specific protest flashpoints, often causing significant disruption to civilian life and commerce in central Israel.
