TL;DR

The Shin Bet revealed on Sunday a detailed list of senior Hamas operatives based in Turkey who have been directing planned attacks in the West Bank. The agency says dozens of plots have been foiled over the past year, and names Istanbul-based Zaher Jabarin as the head of Hamas’s West Bank headquarters.

01 · THE DISPATCH

The Shin Bet released a detailed operational breakdown on Sunday (12:14 Jerusalem), naming senior Hamas operatives based in Turkey who it says directed dozens of planned attacks foiled over the past year. The statement follows an earlier coordinated disclosure with the IDF, which had already named the network's senior figures and directly accused Turkish President Recep Tayyip Erdoğan of sheltering Hamas’s terror infrastructure on Turkish soil (The Zioneer, Sun 12:08 Jerusalem).

In the initial disclosure, published Sunday at 12:08 Jerusalem, the Shin Bet and IDF revealed that dozens of planned attacks in Judea and Samaria had been thwarted. The current update names the network's leader as Zaher Jabarin, an Istanbul-based Hamas official overseeing the 'West Bank Headquarters.' It also lists his deputy Ayman Abu Khalil, along with operatives Ayman Sharawna, Muhammad Mallah, Majed Jaaba, Walid Abu Nassar, and Salam Yaish, each assigned specific roles in recruitment, financing, and arming cells.

As The Zioneer has reported throughout Sunday, the agencies say these operatives exploit Turkish territory to transfer instructions, funds, and weapons 'unhindered.' The accelerated activity over the past year, including a November 2023 shooting attack at a West Bank checkpoint, has been traced back to the network. The disclosure marks a direct accusation against President Erdoğan, with the Shin Bet and IDF stating plainly that Hamas's infrastructure operates from Turkey with Ankara's knowledge.

What remains open is Turkey’s official response — no statement from Ankara has been reported as of this update. The Shin Bet’s naming of individual operatives and their specific roles has not been independently verified by The Zioneer.
