Analyst: Israel-Lebanon agreement has real gains but risks rapid Hezbollah rearmament

TL;DR

An Israeli analyst assesses that while the emerging Israel-Lebanon-US agreement secures IDF presence in the security zone under American backing and formal Lebanese recognition, it may limit Israeli freedom of action north of the zone — enabling Hezbollah to rapidly rearm with expected Iranian funding worth tens of billions of dollars.

01 · THE DISPATCH

An Israeli analyst assesses that this week’s Israel-Lebanon-US agreement, brokered by Secretary of State Rubio, achieves several notable gains — notably IDF retention of the security zone in southern Lebanon under American backing and formal Lebanese government recognition of Israeli presence, even if temporary. The agreement also contradicts and partially offsets the reported US-Iran arrangement (brokered by Vice President Vance), and has drawn sharp criticism from Hezbollah and Iran.

However, the analyst warns that the text grants Israel full operational freedom only within the security zone, implying restrictions north of it. In the current strategic reality — where Iran is expected to receive tens—if not hundreds—of billions in sanctions relief — the combination of abundant Iranian funding with limits on Israeli offensive operations north of the buffer zone could enable rapid, significant Hezbollah rearmament.

The analyst further notes that while the agreement declares Iran no longer has a role in Lebanon on paper, Tehran has in practice imposed constraints on IDF operations across most of Lebanon — including Beirut, the Dahiyeh neighborhood, and Beirut International Airport, which could resume serving as a major smuggling hub for Hezbollah.

The assessment concludes that given the Trump administration's overall approach, a better deal may not have been achievable, but recommends soberly weighing both the advantages and limitations rather than succumbing to euphoria.
